Centrally Managed Cathodic Protection Program

The Defense Energy Support Center (DESC) has partnered with Corrpro as its exclusive administrator of the Centrally Managed Cathodic Protection Program. This program was initiated to facilitate corrosion control of POL facilities supported with resources from Defense Logistics Agency and is fully funded by the DESC. The central program offers cradle to grave system evaluation, restoration and ongoing evaluation when appropriate. • The program will evaluate your current cathodic protection systems on POL facilities and make recommendations for repair or augmentation. During the evaluation stage, the assessment will identify stray current phenomena, polarity and over or under protection, select appropriate means of protection and identify locations for isolation or bonding of the protection system.
• Funding is centrally managed using DESC resources for the evaluation and resulting maintenance work with NAVFAC design agent. Initially, the only responsibilities of the activity are to provide a 1391 briefly identifying the POL facilities to be evaluated and an overview of corrosion history on those facilities. 
• Corrpro will interface between the activity and the NAVFAC design agent to provide the correct level of effort needed at each participating activity. Generally the program encompasses several phases including:
          • Scoping phase
          • Survey phase
          • Design for repair phase
          • Repair phase/installation

Bi-monthly and/or annual inspections are required on all cathodic protection (CP) systems by federal law and are generally an activity’s responsibility. This program was designed to compliment an activity’s existing corrosion control/cathodic protection plans--not replace them. This  centrally managed program teamed with Corrpro is available to help the activity meet these requirements.

Typical Cathodic Protection Project Process

Phase 1: Site Visit
In order to understand the dynamics of the activity, a site visit is performed to prepare the government project manager (PM) and/or Corrpro for the project. This helps gather project data, drawings and documents, identifies working conditions and key personnel and accurately determines the required level of work. Once the site visit is completed, the PM and/or Corrpro will formulate a report to show the requirements for Phase 2 (CP Survey). A government estimate is developed, funds are requested from DESC and the statement of work is sent to Corrpro. A fee is subsequently negotiated and Corrpro is directed to proceed to Phase 2.

Phase 2: CP Survey
A team of engineers visits the activity to survey and, if necessary, adjust the CP systems. A comprehensive report with recommendations and cost estimates is prepared and submitted to the activity and NAVFAC. Depending on the size and costs, a repair project may follow to restore the CP systems to optimal condition.

Phase 3: Design
On complex projects, design plans and specifications will be developed by Corrpro. Special tests are usually required to determine the size and layout of the proposed system.

Phase 4: Construction
This phase may be design-build or bid-build depending on whether a full design is needed/developed.

Phase 5: Operation and Maintenance Manuals and On-site Training
Operation and maintenance manuals and on-site training may be available through Corrpro or included in the SOW for construction contract. On-site training may also be available to assure CP systems can be maintained locally with the guidance of CP professionals.
